What is a PEO?

Professional Employer Organizations (PEOs) enable their clients to cost-effectively outsource the management of human resources, employee benefits, payroll and workers’ compensation. This allows them to concentrate on the operation of the business, and drive sales and growth. 

A PEO provides integrated services to effectively manage critical human resource responsibilities and employer risk. These services are delivered by establishing and maintaining an employer relationship with the employees at the client’s worksite and by contractually assuming certain employer rights, responsibilities and risk.

Certification

Effective January 1st 2017, PEOs were able to apply for certification under a new IRS program created by the Small Business Efficiency Act (SBEA). The certification set out an extensive list of requirements and procedures required by the IRS. 

Certification is a voluntary program that involves thorough background and experience prerequisites, strict financial requirements, independent audit standards, and requires client contractual conditions that shift potential tax-related exposures from the client to the Certified PEO (CPEO).
